Policy Statement on Engineering Expertise on Shift (Generic Letter 86-04)
Dear Mr. Denton:
On February 13, 1986 you signed a letter transmitting the subject Generic Letter to all power reactors and applicants for power reactor licenses. The purpose of your letter was to provide a copy of the Federal Register notice of the Policy Statement on Engineering Expertise on Shif t.
Your letter further requested that the recipients provide a response within 90 days concerning the intentions, current status and plans relative to the STA and dual-role program.
Louisiana Power & Light Company appreciates the opportunity to provide a response to this important issue; however, we were unaware of the Generic Letter until June 4, 1986. We can provide no explanation as to why LP&L was not transmitted a copy of the Generic Letter directly. On June 4, 1986 we were notified by our NRC Licensing Project Manager, Mr. James H. Wilson, that our response had not been received by the prescribed due date. Upon notifica-tion by Mr. Wilson we promptly obtained a copy of the Generic Letter and began j
development of our response.
We fully intend to respond to the Generic Letter but require a reasonable period of time to develop our response and route the response for internal review.
In this regard we feel confident that a response can be provided by not later than July 11, 1986.
Since the Generic Letter originally allowed for a 90 day response we feel that our timeframe is appropriate; however, we will make an effort to provide our response before July 11, 1986.

- 6" Page 2 W3P86-2139 Since LP&L has not received Generic Correspondence on several occasions I intend to request the assistance of our NRC Project Director in assuring LP&L is on the appropriate service lists and will receive generic correspondence in a more timely fashion in the future.
