SUBJEC/: NRC INSPECTION REPORT NO 50-461/97015(DRP) AND NOTICE OF

VIOLATION

Dear Mr. Cook:

On August 25,1997, the NRC completed an inspection at your Clinton facility. ' The enclosed

report presents the results of that inspection.

l During the 6-week period covered by this inspection report, activities at the Clinton facility were

i generally characterized by adequate operations and maintenance and poor engineering. The

j inspectors identified four violations of NRC requirements. In the first instance, four examples of ,

, the failure to follow procedures were identified. In the Second ins'.ance, a violation was identified

l for the failure to have an adequate procedure for perfornJ90 re.aintenance on the Division 111 '

Battery, These violations are of concem because procedural adequacy and adherence problems

continue to exist at your facility. In the third instance, three examples of a violation were

identified for the failure to translate assign information for the hydrogen mixing compressors and

the control room and emergency diesel generator ventilation systems into specifications. This is

of concem because the examples demonstrate a lack of in-depth engineering review. In the .

fourth instance, one repeat violation was identified for inadequate security lighting. Due to the

similarity of this issue to a violation cited in inspection Report No. 50-461/97014, your response

to that violation will be reviewed for corrective actions and an additional response for this

violation is not required.

These violations are cited in the enclosed Notice of Violation and the circumstances surrounding

.

the violations are described in detail in the enclosed report. Please note that you are required to

respond to this letter and should follow the instructions specified 80 the enclosed Notice when

preparing your response. The NRC will use your response. In part, to determine whether further

enforcement action is necessary to ensure compliance with regulatory requirements.
