DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - SPECIAL REPORT: III RANGE NOBLE GAS MONITOR INOPERABLE GREATER THAN SEVEN DAYS.

Attempts to repair the inoperable lii Range Noble Gas Monitor on December 30,1998, were unsuccessful, and an alternate method of monitoring the appropriate parameters was established and the seven-day Limiting Condition of Operation (LCO) was entered. As of this date, repairs have not been effected and the LCO will be exceeded. Relative to the requirements of Technical Specification (TS) 13.1.1.1, Table 13-1, Action 6 and pursuant to TS 6.9.3, this letter forwards the event outlining the action taken, the cause of the inoperability, and the plans and schedule for restoring the system to Operable status Action taken The preplanned alternate method (AM-2 monitor) of monitoring the appropriate parameters within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> was established.

Cause of the inoperability Unable to determine at this time.

Plans and schedule for restoring the system to Operable status There are no plans to repair the monitor. The NRC issued an amendment to the Facility Operating License on December 24,1998, changing License No. DPR-6 and its Appendix A, Technical I O

Specifications, to reflect the permanently shutdown and defueled status of the plant. The Hi Range Noble Gas Monitor has been deleted from the Radiological Effluent Technical Specifications (RETS) because the remaining noble gases are not sufficient to activate the gamma-sensitive high-range monitor. The use of a normal-range monitor sensitive to beta radiation will be used to monitor krypton
