TEST RESULTS FOR FULL SCALf' TESTING OF IIYDRAZINE TREA FMENT AT MILLSTONE STATION DSN001H-6 Paragraph 4 (a) of the referenced Temporary Authorization (Reference 1) requircs that Northeast Nuclear Energy Company (NNECO) submit sampling and monitoring results to the Water Management Bureau of the Department of Environmental Protection

("DEP" or " Department") within two weeks of sampling / monitoring related to test treatment of wastewaters within its Condensate Polishing Facility (CPF) Waste Neutralization tanks at Unit 2. NNECO herein submits the attached reports including .

DSN 001B 6 Discharge Monitoring Report (DMR) form, Aquatic Toxicity Testing results, calibration, and initial screening /subst ; ;nt monitoring test result forms. This letter also provides notification to the Department that all discharges as authorized by the Temporary Authorization were discontinued on October 27,1997. .

Methodology -

The test treatment of CPF wastewaters containing hydrazine involved the chemical oxidation of hydrazine using hydrogen peroxide as described to the Department in NNECO's request for Temporary Authorization (Reference 2). Testing, consistent with the procedure submitted to the Department, was conducted using sodium hydroxide as necessary to maintain a pil greater than 10.3, Magnesium sulfate was added as a catalyst g[g for the reaction. Waste water pH was neutralized within the range of 6.0 - 9.0 in accordance with NNECO's current Nation.! Pollution Discharge Elimination System (NPD,E,Syermit prior to discharge.

l Results Testing was conducted on Octcber 20,1997. Tank volume was 12,500 gallons and the initial hydrazine concentration of the CPF wastewaters was 75 ppm. An initial value of 75 ppm was selected as being representative of hydrazine concentrations which may be present in the CPF during normal plant operation. Results of the test treatment (attached) indicate the hydrazine concentration in the one test CPF tank was reduced to less than detectable levels (< 0.35 ppm) within 9.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. The calculated hydrazine depletion rate constant was 0.57. Analysis of the CPF sump prior to discharge indicate:

- final hydrazine concentration <0.35 ppm

- final hydrogen peroxide concentration <1 ppm

- final pil 8.41

- final Nitrate concentration of 0.04 ppm

- final Nitrite concentration of 0.02 ppm

- ETA loading = 0.104 kg/ batch

- No visible oil sheen The discharge of these svastewaters resulted in no visible oil sheen, discoloration, foaming, or floating solids to the receiving waters.

Toxicity testing at DSN 001B was completed on October 26,1997, and was performed consistent with Department direction and guidance (References I and 4). Sample collection for toxicity testing was conducted before, during and after the test treatment

- wastewaters from the CPF were discharged. As discussed with the Department, a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> composite sample of DSN 001B was not reouired for toxicity testing. The survival rate of each replicate control test was equal to 100% With respect to efiluent toxicity, the applicable "No Observed Acute Effect Level"(NOAEL), pursuant to NNECO's NPDES pemiit, is greater than or equal to 100%. All samples passed, showing no toxicity.

Discussion Results show that hydrazine oxidizes in water saturated with dissolved oxygen. Testing indicates that hydrogen peroxide can effectively reduce hydrazine in the CPF sumps to less than detectable levels in a timely manner. Further, the hydrogen peroxide concentration in the wastewaters afler treatment was less than 1 ppm.

In pursuing hydrazine treatment options, NNECO persoinel have perfarmed additional laboratory testing which suggests that similar results may be achieved without the use of hydrogen peroxide as the oxidant. Preliminary laboratory testing indicates that air sparging (i.e., air injected into the sump to provide oxygenated water) in an elevated pH

  • matrix may have the potential to replace hydrogen peroxide as the hydrazine oxidant. As ,

a follow up to these initial results, NNECO will apply for a temporary authorization to .

conduct a test treatment using air sparging in an elevated pil matrix at Unit 2. This request will be submitted shortly.
