SUMMARY

OF MEETING WITH THE WESTINGHOUSE OWNERS GROUP (WOG) TO DISCUSS THE WOG'S COMMENTS ON THE DRAFT SUPPLEMENT TO BULLETIN 96-01 The subject meeting was held at the NRC offices in Rockville, Maryland on October 3,1997, between representatives of the WOG, West.1ghouse, and the NRC staff. The purpose of the meeting was to discuss the WOG proposed process for resolving the incomplete rod insertion (IRl) issue. Attachment 1 is a list of meeting participants. In preparation for the meeting, the WOG provided, by fax, a letter dated October 1,1997, which provided a description of the proposed process to be discussed at the meeting. This letter is provided as Attachment 2. By letter dated October 20,1997, the WOG provided a revised version of the WOG position paper and a proprietary summary of additional drag test data from 1997. Attachment 3 is a copy of the non-proprietary WOG position paper. Attachment 4 is a copy of the non-proprietary

- presentation material.

The meeting consisted of a history of the issue, resu'ts from data, actions taken to date, a summary of the GROWBOW mechanical model, a summary of the WOG com,nents on the draft supplement to Bulletin 96-01, and a detailed description of the WOG proposal. The WOG proposed process consists of: an evaluation of proposed burn-up limits, an evaluation of drag work using ths GROWBOW model, an evaluation of shutdown margin, performing rod drop tests, and collection and analysis of rod drop and drag tests. The WOG believes this process has conservatism built into each step, puts into place a mechanism that will demonstrate control

,4 rod insertability, and provides for long term resolution of the IRI issue. The WOG stated that

more than half of the Westinghouse plants agree in general with the proposal, and given more time, more may agree. However, there may be a few plants that have plant-specific data that would not agree with the limits set forth in the proposal.

$l The staff stated the~ process appeared reasonable, however, it had several comments and questions that needed to be addressed, either by the NRC or the WOG.
