A munber of major revisions have been made to Sections 4.0 and 5.0 of the Vallecitos Nuclear Center (VNC) radiological emergency plan for reactor facilities. None of the changes reduce the
- lTectiveness of the plan and are being reported pursuant to 10CFR50.54(q).

- A summary of the changes is attached along with replacement pages for the plan. Changes on the revised pages are noted by a vertical line in the left margin.
