REVIEW 0F BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 (BVPS-1 AND BVPS-2) 10 CFR 50.46 ANNUAL REPORTS (TAC NOS. M93775 AND M93776)

Dear Mr. Cross:

By letters dated September 26, 1996, and March 21 -1997, as supplemented October 10, 1997, Duquesne Light Company (DLC) submitted DLC's assessments of changes to the BVPS-1 and BVPS-2 large-and small-break loss-of-coolant accident (LOCA) licensing models.

The October 10, 1997, submittal indicates that reanalyses of both large-and small-break models are appropriate and proposed a scheduled completion date of June 1999 for these reanalyaes.

The NRC staff has reviewed the subject submittals and the proposed schedule for the' reanalyses of both large-and small-break LOCA models. We conclude that DLC has ap3ropriately concluded that reanalyses are in order and we find the proposed sciedule for reanalyses acceptable.

The October 10, 1997, submittal also requested that the NRC issue additional generic clarification regarding the intent of the reporting requirements of 10 CFR 50.46. The NRC staff has initiated efforts to issue a supplement to Information Notice 97-15 to provide-the requested clarification. However, a schedule for issuance of this clarification has not yet been established.
