Background

On November 4,1997, USCC held a conference call with representatives from NRC Region III and NRC Headquarters regarding a discovery of a loss of double contingency for shutdown cascade celle. During this conference call, USEC also advised NRC as to the actions that USEC was taking to improve the performance in the Nuclear Criticality Safety area at PORTS. Specifically, USEC informed NRC that teams are in the process of being formed to review each of the approximate 170 Nuclear Criticality Safety Approvals (NCSAs) at PORTS. The teams will review each NCSA and conduct walkdowm to determine if the NCSA is being properly implemented. USEC informed NRC that the current NCSAs were being prioritized to determine the order by which the NCSAs would be reviewed and the implementation validated.

Descrintion of Commitment USEC committed to NRC to complete the prioritization of NCSAs on or before November 6,1997.

Additionally, USEC committed to perform a 100 percent review of current NCSAs at PORTS.
