Box 678 Clinton,IL 61727 Dear Mr. Coolc On October 21,1997, the NRC staff completed the semiannual Plant Performance Review (PPR) of the Clinton Power Station (CPS). Th staff conducts these reviews for all operating nuclear I power plants to develop an integrated understanding of safety performance. The results are usea by NRC management for planning and allocation of Inspection resources. The PPR for CPS involved the participation of all technical divisions and NRR in evaluating inspection results ar:d safety performance information for the period of April through September 1997. PPRs provide NRC management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior managenwnt r,leeting reviews.

In our March 13,1997, letter issued after a previous PPR, we described the formation of an NRC Site Performance improvement Oversight Panel and the devnte ment of an Oversight Plan.

These actions were taken to assuru close NRC oversight of your site performance improvement initiatives and other actions taken plior to restart. While the Integrated Safety Assessment and NRC Special Evaluation Team inspections occurred, the Ovemight Panel's activities were temporarily suspended. As you are aware, the Oversight Panel has recently been re-Initiated and will again provide close oversight of your actions to address performance improvement initiatives.

Our specialist inspections, currently scheduled for the next 6 months, are shown on the attached inspection plan. Resident and Region-based project engineer insrections are not listed on the schedule due to their ongoing and continuous nature. In addition, we plan to evaluate your response to the September 26,1997 Demand-for Information regarding the corrective action program performance at CPS.
