On December 17,1997, the NRC completed an inspection at your LaSalle County Nuclear

Power Station. The enclosed report summarizes the results of this inspection.

,

. The inspection was an examination of activities conducted under your license as they relate to

,

radiation safety and to compliance with the Commission's rules and regulations and with the

- conditions of your license. The inspection consisted of a selective exanination of procedures

' and representative records, observations, and interviews with personnel. - Specifically, the focus

,

of this inspection was to review the radiological planning and controls for the ongoing Unit 1

,

t:

' reactor water cleanup system project and to review two worker contamination incidents

,

-associated with the project.

g

Overall, the radiological planning and controls for the reactor water cleanup system modification

- project were compreher.sive and generally well implemented. In particular, we noted that the

dose expended for the project was considerably less than estimated, due primarily to good

. coordination of work crews and effective ~ALARA plan development and implementation.

We are concemed,- however, about a violation of NRC requirements identified during this _

' ' inspection. This violation involves two seperate incidents when individuals failed to contact

i radiation protection prior to commencing certain potentially high radiological risk activities,'as

'

required by the radiation work permit goveming the work. These incidents, which resulted in .

worker contaminations, indicated inadequate communication of radiation protection -

,j

expectations and inadequate' oversight of contract worker activities. We recognize that the

) violation was self-reveal _ing in 'one instance and self-identified in the other and that your staff

,

j lmplemented corrective actions; however, the violation is cited because the problem was .

repetitive,~ lndicating that the corrective ~ actions for the first event were not effective in

The violation is cited in the enclosed Notice of Violation (Notice), and the circumstances

surrounding it are described in detailin the enclosed report. Please note that you are required -

to respond to this letter and should follow the instructions specified in the enclosed Notice when

preparing your response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosures, and your response will be placed in the NRC Public Document Room.
