Dear Mr. Franz:

Enclosed for your review is the Systematic Assessment of Licensee Performance (SALP)

Repott for the Duane Amold Energy Center covering the period October 29,1995, through

September 27,1997. This report will be discussed with you at a public meeting at the Duane

Amold Energy Center in the training center building, scheduled for November 18,1997, at

1:00 p.m. (CST). During this meeting, you are enceuraged to candidly discuss any comments

you may have regarding our report.

in accordance wrth Nuclear Regulatory Commisskn (NRC) policy, I have reviewed the results of

the SALP Board assessment and concur with the recommended ratings. The functional areas

of plant operations, engineering, and plant suppod were rated Category 1. The functional area

of maintenance was rated Category 2. It is my view that the conduct of nuclear activities at the

Duane Amold Ener0y Center sustained its excel'ent safety performance from the previous

assessment period. The details of our assessment are provided in the enclosed report.

Duane Amold Energy Center's overall performance was characterized by the appropriate

attention and involvement of a strong and conservative management, with excellent teamwork

observed in all functional areas. Of particular note was the prompt and effective approach of the

plant's staff to various emergent equipment degraded conditions. In each case, the condition

was thoroughly evaluated, rapidly repaired, and corrective actions implemented to prevent

recurrence. The combined efforts of operations, maintenance, engineering, and radiation staff

gave the preper safety focus to the issues and resulted in excellent safety performance.

Strong performance by the operators in response to emergent degraded equipment issues and

by engineers in support of day-to-day operations were key elements to the overall safety

performance of the facility. Management involvement in planning and coordination of work

activities resulted in prompt corrective actions for emergent degmded equipment issues. Also,

engineerirg management's support of the improved Technical Specification effort was evident

and resulted in identification of several weaknesses in the surveillance program. Excellent

performance was evident in the radiation protection, chemis';y. security, and emergency

preparedness program areas, inclu6ing a continued commitment to the ALARA program

resulting in a low overall plant dose. However, continued weaknesses in the adequacy of

- maintenance's surveillance test procedures and engineering's design verification procedures

has compounded your efforts to irnprove personnel performance, such as adherenco to

procedures.
