ANSWERS TO STATE OF NEW HAMPSHIRE'S FIRST SET OF INTERROGATORIES BY THE TOWN OF HAMPTON FALLS l

NOW COMES the Town of Hampton Falls and answers the Interrogatories directed to it by the State of New Hampshire as follows:

GENERAL INTERROG ATORIES G-1 1, 2 and 4. I G-2 (1) Kenneth P. Allen, 21 Nason Road, Hampton Falls, NH 03844. Mr. Allen is employed with the Air National ' Guard at iPease Air Force Base, Portsmouth,

NH, and is Deputy Commander for ' Air Craft Maintenance.

(2) Roberta Pevear, Drinkwater Road,, Hampton , Falls, Nil 03844., Mrs. Peveau is retired. She is employed by the Town of Hampton Falls on a volunteer basis as Civil Defense Director.

(3) Andrew Christie, Jr.,185 Kensington Road. Mr. Christie is employed by the Town of Hampton Falls as Police Chief. He has seventeen years in police work.

G-3 Mr. Allen will testify concerning the Town's'efficial posliion regarding radiological emergency response planning.

Mr. Christie will testify as to the manpower and equipment available to his department in the event of a radiological emergency.

Mrs. Pevear will testify as to the capability of the Town in the event of a radiological emergency, as the Civil Defense Director.

INTERROGATORIES RELATED TO SPECIFIC CONTENTIONS Hampton Falls 1.1 See Town of liampton Falls answer to Applicant Interrogatory G-5, previously distributed.

1.2 A) The Board of Selectmen would do what was possible within its limited capabilities, to include assisting the Town's people in obtaining information.

B) The Town cannot answer for the Fire Department, since this is a volunteer organization, not responsible to the Selectmen.

C & D) The Town's only full time officer is a Police Chief, although an assistant is about to come on duty. The Town presumes that these officers would do what they could on an ad hoc basis, which might include assisting and alerting, assisting in traffic control, assisting on removal of transportation of limited individuals, and securing property.

1.3 The Town of Hampton Falls has no idea who should carry out emergency response activities in the event of a radiological emergency response in the absense of town officials. We have been led to believe that NHCDA has presented a so-called " compensatory" plan, and that this plan is suppose to deal with our lack of capability for radiological emergency.

2.1 The positions of RADEF officer and transportation officer in the Town of Hampton Falls are not expected to be filled. The Town is abiding by the Town's vote, that no RERP for the Town of Hampton Falls be implemented without prior approval of the Town meeting.

2.2 We have limited manpower. There is presently one full-time police officer, although there will be an additional officer as of June 1. All others having plan responsibilities are part-time or volunteers.

2.3 The Town cannot answer 2.3 since it does not have a recognized RERP. We have not at this point reviewed the so-called " compensatory plan."

2.4 There is no Town of Hampton Falls Fire Department, and hence no Fire Department l " employees;" all are volunteers. As to the procedures followed, volunteer Fire Chief Robert Woodes should be contacted.

2.5 At present, the backup to the Police Chief is the Rockingham County Sheriff's Department. This backup could be used in the event of a radiological emergency, if the crisis were limited to effecting only the Town of flampten Falls, ar.d perhaps a few other communities, and if the personnel were trained to deal with such an event and actually perform their expected duties. The Town of Hampton Falls Joes not believe such a backup procedure can assure adequate protection for its citizens.

4.1 Either the Police Chief or the Civil Defense Director.

4.2 The Civil Defense Director, in consultativa with the Police Chief.

4.4 Interrogatory. The Board of Selectmen would be involved in making policy decisions, if thne allowed. We believe the Civil Defense Director and, working in conjunction with her, the Police Chief would be in charge of operations.

4.5 The Town of Hampton Falls has no RERP.

4.6 Our primary con,ccrn is our part-time officials, and volunteers, who have out of town employment. This includes our volunteer Fireman, Road Agent, Special Police Officers, Selectmen, Town Clerk, and Health Officer.
