In the area of setpoint changes the criteria, as adjusted by the NRC, recommended a sample of 40 setpoint changes for Unit 3. Ia a teleconference on Noverr5er 7,1997 with representatives frem the NRC, NU, and NEAC, S&L described the process through which it has attempted to obtain this sample. The following summarizes this process.
S&L initially requested a list of Unit 3 setpoint changes, and NU indicated that a list of f
setpoint changes is not maintained. S&L then decided to utilize the Master Setpoint Index (MSI) to facilitate the selection of a sample by selecting equipment / instruments important to plant safety from the MSI which were judged to have good potential for setpoint changes (instruments that are in potentially harsh environmental conditions or that monitor fi systems with potentially harsh process conditions). Of the 50 equipment / instruments Yg selected, DJ determined that only 3 had setpoint changes since plant start-up. An additionallist of 53 equipment / instruments was selected using the same approach, and from this list NU determined that 13 setpoint changes had occurred. In order to improve the success rate of finding setpoir.t changes, S&L then made an additional selection based on those setpoint calculations in the MSI that had multiple revision levels. Of the 52 samples selected in this manner, only 4 had changes in the se! points. Thus a sample of approximately 20 setpoint changes has been obtained, In light of the low number of setpoint changes that have occurred on Unit 3 since initial operation, we consider this sampic size to be suflicient and recommend that it be accepted for the Unit 3 ICAVP.
