An NRC inspection was conducted September 14 through October 25,1997, at your Fort '
Calhoun Station reactor facility. The enclosed report presents the scope and resu ts of that
inspection.

During the 6 week period covered by this inspection, your conduct of activities at the Fort I'
Calhoun Station was generally characterized by safety conscious operations, sound '
engineering and maintenance practices, and careful radiological controls However, one
cited violation of NRC requirements was identified. The violation involved a failure to ;
evaluate and properly authorize deferral of preventive maintenance.

The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the '
enclosed Notice when preparing your response. The NRC will use your response, in part, *
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements. [
