buses, vans, and other transportation, and individuals providing l transportation services, allocated under the RERP are insufficient to accommodate school and resident populations, transients or vacationers

i. expected within the Town should a radiological emergency occur; that many of the buses and vans allocated to Hampton are too remote and distant from the Town to provide reasonable assurance that the evacuation can promptly or adequately be perf ormed, particularly in view of local traffic patterns and road conditions; that the Hampton Police Department has inadequate manpower to perform the duties mandated under the. State RERP; that the training provided to "special officers" in the Hampton Police Department is inadequate to assure that these individuals can promptly and competently carry out their numerous duties under emergency conditions; that the training and customary duties of more one-half of the Hampton Department of Public Works is unrelated to traf fic- and road maintenance, which represents the substantial portion of the department's duties under the RERP; that all Hampton departments lack sufficient personnel, in any event, to carry out the numerous duties and responsibilities mandated under the State RERP; that sheltering is not-a viable alternative to provide any protections -to residents and vacationers -in the event of radiological emergency; -and that f or all of the foregoing reasons the-State RERP f ails to provide reasonable assurance of adequate protection to the Town of Hampton population, or transients, or vacationers, in the event an emergency occurs at Seabrook.
