May 29, 1986 Docket No. 55-30431 Mr. William T.

Russell, Director Division of Human Factors Technology Office of Nuclear Reactor Regulation

Dear Mr. Russell:

I wish to appeal the time requirement of six months on-site at Braidwood Station prior to my oral and simulator i

examination.

I have been a Control Room Supervisor at Byron Station since.

Integrated Hot Functional testing of Byron Unit 1.

I originally attained my Senior Reactor Operators license on 4 Jan. 1984,

and the Nuclear Regulatory Commission renewed this license on 4 Jan., 1986.

During this time I have been and continue to utilize my Senior Reactor Operators license.

I have attended license retraining at Byron and annual retraining on the Byron /

Braidwood simulator.

Based on my experience, the common Operational and Administrative procedures and common design of Byron and Braidwood stations, I believe the six month time requirement is unnecessary for me to safely and effectively execute my licensed duties.

Your consideration of this appeal is appreciated.

Sincerely, d

ester D. Guthrie, Jr.
