Dear Dr. Grace:

SEQUOYAH NUCLEAR PLANT UNITS 1 ANO 2 - NRC-0!E REGION II INSPECTION REPORT 50-327/85-46 AND 50-328/85 SUPPLEMENTAL RESPONSE TO VIOLATION 85-46-10 In our initial response to the subject violation by TVA's letter to you dated February 28, 1986, we committed to investigate alternate methods of fulfilling the responsibilities of PORC including consideration of subcommittees, list of quallfled reviewers, and delegation to other quallfled review groups such as the ISEG.

The initial investigation of alternate methods of fulfilling PORC functions l

resulted in the determination that PORC review of procedures and other change packages, that do not involve an unreviewed safety question, could be performed by "quallfled reviewers" and approved by designated line managers having assigned responsibility in the affected functional area (s).

Implementation of "quallfled reviewer" process would significantly reduce the number of items that are now required to be PORC reviewed, allowing PORC to concentrate better their efforts on the oversight of other safety-related activities as defined in the technical specifications.

He have initiated actions to formulate the changes needed to develop a "quallfled reviewer" process that would lead to development of appropriate technical specifications and procedures. When completed and approved, we anticipate it may take considerable time to obtain revision of technical specifications.

Therefore, we cannot commit to changes in the present PORC functions and provide a schedule for completion of all actions required before initiating a request for modification of the technical specifications.
