Dear Ms. Guyton:

On November 25,1996, the NRC submitted a purchase order to GSA to establish a Task Order under the Telecommunications Support Contract (TSC2). The Task Order established for our study was task number 181-NR^-97T. The purpose of this letter is to request that the contractor (Booz-Allen and Hamilton) revise a portion of the final report.

Paragraph 2.1.2.1 of the NRC statement of work required that Booz-Allen and Hamilton perform an assessment of current and emerging telecommunications technologies and make recommendations for the appropriate technologies for NRC to adopt in upgrading our Emergency Telecommunications System. Among the technologies reviewed by Booz-Allen and Hamilton were mobile satellite services. The results of this satellite telecommunication review were contained in the final report as Appendix A.

The NRC would like to have the review of mobile satellite services, Appendix A to the Final Report, updated to reflect any changes in the market which have occurred over the 'ast two years, including the introduction of Low Earth Orbit satellite systems such as Iridium and Globalstar. The update should include revised cost estimates for the previously covered systems as well as cost estimates for the new entries to the market. The contractor should also report on any existing multi-agency procurement which could be used to expedite the acquisition of satellite telecommunications hardware and service.
