WASHINGTON D.C. 3066H001 October 27, 1997 Mr. Oliver D. Kingsley, Jr.

President, TVA Nuclear and Chief Nuclear Officer Tennessee Valley Authority 6A Lookout Place 1101 Market Street Chattanooga, Tennessee 37402 2801

SUBJECT:

BROWNS FERRY NUCLEAR Pt. ANT UNITS 1,2, AND 3 - REQUEST FOR INFORMATION REGARDING TORUS WALL THICKNESS

Dear Mr. Kingsley:

The Nuclear Regulatory Commission (NRC) staff is concemed that the Browns Ferry Nuclear Plant (BFN) Units 1,2, and 3 may not satisfy minimum wall thickness requirements for the Mark l containment torus structure. Torus wall thinning may have occurred as a result of corrosion of the steel shell in areas with defective or missing coatings. The wall thickness in those areas may be below the allowable wall thickness. The NRC staff is requesting information from the Tennessee Valley Authority (TVA) to address this concem.

l TVA is requested to provide information on results of torus inspections in the vicinity of the torus to-ring-girder support welds, at the air water interface, and :.1 submerged areas. TVA should verify whether the torus wall thickness meets minimum wall thickness reguliements, f

The information provided should include the minimum wall thickness at these locations, the p

methods used to determine the wall thickness, the required wall thickness, the condition of coatings on the insido of the torus, and the date of the measurements and observations, if degraded wall thickness is observed, TVA should provide an assessment of the as found pf[)

condition and long term integrity of the torus. This information can be obtained from recent inspections, or from inspection of the torus structure.

The NRC staff requests that TVA provide information currently available within 60 days of the l

date of this letter, if TVA voluntarily performs additional torus inspections, the staff requests that TVA submit a summary report within 45 days of the completion of the inspections.
