INSPECTION NO. 70 7001/97-210

Dear Mr. Miller:

The Nuciaar Regulatory Commission (NRC) conducted a routine inspection of your Paducah, Kentucky uranium enrichment fccility's material control and accounting (MC&A) _ safeguards program on December 15 - 19,1997. The inspection focused on the core procedures which the NRC considers critical to implementing your Fundemental Nuclear Material Control Plan commitments. The scope, details and results of the inspection are contained in the enclosurs  ;

At the conclusion of the inspection, the findings were discussed with members of your staff.

'Vithin the scope of the inspection, no violations were identified. Ten prior followup items were ievisited, and seven were closed. The three open issues are described in the summary and detail of the attached inspection report.

As requested by the United States Enrichrr. ant Corporation (USEC) and granted by the NRC, reports containing information related to USEC's MC&A program are exempt from public disclosure. Accordingly, the enclosure wikat be placed in the Public Document Room.
