Dear Mr. Roberts:
I am pleased to transmit, for your consideration and approval, draft U.S. Specific Schedules of Requirements for Transport of Specified Types of Radioactive Material Cor.igmnents. These draft Schedules are intended to be the domestic analogue of the Schedules issued by the International Atomic Energy Agency (IAEA) that apply to radioactive material shipments prepared under I AEA's Regulations for the Safe Transport of Radioactive Materials,1996 Edition, No. ST-1.
s Radioactive material shippers in the U.S. face a somewhat more challenging regulatory picture than shippers in many other countries, due, in part, to the joint regulation of transportation safety by our two agencies, it is our hope that these Schedules will clarify the applicable requirements, especially for those new to these types of shipments.
Given the U.S. Department of Transportation's (DOT's) broad responsibilities in radioactive material transportat%n safety, the drail Scl.edules contain many references to DOT requirements.
While every cfTort has been made to an assure an accurate representation of these requirements (the Schedules were drafled by Oak Ridge National Laboratory, and reviewed by Oregon State University, both under contract to NRC), we seek your final approval before going to print. If approved, we would publish the Schedules as a joint NRC/ DOT document.
I would like to thank you in advance for your review, and look fonvard to future cooperative efforts to enhance safety in the transportation of radioactive materials.
