PORTSM0UTH GASEOUS DIFFUSION PLANT - DOCKET NUMBER 70-7002 DEPARTMENT OF ENERGY REVIEW 0F CHANGES TO PORTSMOUTH COMPLIANCE PLAN ISSUE 24, MAINTENANCE PROGRAM In your letter of November 7,1997, you requested that the Department of Energy (DOE) review a certificate amendment request (CAR) that was su'mi 'ed u
by the United States Enrichment Corporation (USEC) to the Nuclear Regulatory Comission (NRC) in i letter dated October 21, 1997.
In the CAR, USEC requested changes to the Portsmouth Gaseous Diffusion Plant (PORTS) Compliance Plan, Issue 24, Maintenance Program, regarding the calibration program for measuring and test equipment (M&TE) and a date for completion of upgrades to components (SSC) program for augmented quality (AQ) structures, syste the calibration DOE has reviewed USEC's request. DOE recognizes that until the upgrades are 4
complete, the existing procedures and training for calibration of AQ SSCs will have less formality and rigor than specified in the Application for Certification.
However, based on an evaluation of the maintenance program L
status, the Justification for Continued Operation for PORTS Compliance Plan, Q
Issue 24, Maintenance Program, and the Interim Regulatory Commitments made by USEC therein, DOE recommends approval of USEC's request. As agreed in the Memorandum of Understanding between the Department of Energy and the Nuclear Regulatory Comission, Cooperation Regarding the Gaseous Diffusion Plants, the 60V
