TRIP REPORT - ASSESSMENT OF THE GRAND GULF NUCLEAR STATION, UNIT 1, GRADED QUALITY ASSURANCE PROGRAM FOR THE PROCVREMENT AWA (TAC NO. M92420)

Dear Mr. Hagan:

The enclosed trip report provides the results of the November site discussions by representatives of the Nuclear Regulatory Commission 21, 1996, on-related toUnit Station the 1graded quality assurance (QA) program at Grand Gulf Nuclear (NRC)

Assuranc,e Manual (GGNS). This program is within the GGNS Operational Quality (0QAM).

The NRC applied andprocurement to the GGHS staffs discussed aspects of the GGNS graded QA program area.

These discussions helped the NRC staff to better understand the implementation aspects of the graded QA program. The NRC staff noted that GGNS has made progress in establishing its QA process for procurement activities; however, the implementation procedures for those activities had not been fully developed as explained in the enclosed report.

The NRC staff acknowledges that the GGNS graded QA program incorporates applicable text from Appendix B to 10 CFR Part 50 for applying controls commensurate with the safety significance of structures, systems, and components SSCs). However, if any commitments in the 0QAM are reduced by expanding gr(aded Qt. to other activities than procurement, the 0QAM a licensee's QA program describe how the requireme(nts of App met.

T.1e staff also found that a >propriate verifications had been performed for the )rocurement packages t1at were reviewed. Also, note that during this trip tie NRC staff did not evaluate any as ect of the graded QA process relative to the determination of the safety si nificance of SSCs.
