Sy your application (CAW 971187) dated November 24,1997, and affidavit dated November 24, 1997, executed by Henry A. Sepp of Westinghouse, you submitted " Responses to Second Round NRC Request for Additional Information (RAls) on South Texas Project Elbow Tap Submittal,"

(Proprietary) Ncvember 1997, and requested that it be withheld from public disclosure pursuar t to lo CFR 2.790. A non-proprietary version of the report (same title and date) has also been provided.

You stated that the submhted information should be considered exempt from mandatory public disclosure for the ?-:"-:24 reasons:

The information reveals the distinguisNng aspects of a process (or component, structure, tool, method, etc.) where prevent;on of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies, b.
