LEAK FROM B0 RATED WATER STORAGE TANK (BWST)

At 4 :00 PM on January 13, 1982, an NRC Resident Radiaticn Specialist noted, through routine review of licensee's logs, that valve DHIV 28 (instrument pipe and valve to

BWST sample point) of the BWST had leaked. The leak rate was estimated to have been approximately 1 liter / minute; as much as 180 liters could have spilled to the ground .

The leak is believed to have been caused by the recent extreme cold weather which froze a small pipe (3/8 inch) and subsequently cracked a pipe fitting. The leak began after a backup heat tracing line was put in service at about 10:00 AM'on 1/13/82.

Upon detection, the licensee immediately isolated the leak.

y the TMIPO, as historically Test Boring 2 (East of BWST) has shown periodic positive -

indications believed attributed to past leakage from the BWST.

Media interest may occur because of public sensitivity to TMI related events and the (9 licensee issued a press release. The NRC does not plan to issue a press release at \

this time. The Commonwealth of Pennsylvania was informed.

This preliminary notification is issued for information only u:id the NRC plans to continue monitoring events as they occur.

The NRC TMI Program Office received notification of this occurrence by inspector review

' of licensee's logs at 3:45 PM on January 13, 1982, and this information was current as of 5 :30 PM, Januar 14, 1982.
