Dear Mr. Gambhir:

, By letters dated August 19. 1994 January 17, 1995. and April 5, 1995. Omaha Public Power District (OPPD) submitted an evaluation regarding control room 4

habitability at the Fort Calhoun Station. Unit No. 1 (FCS). The submittal i addressed requirements in accordance with NUREG 0737 "TM1 Action Plan." Item ll1.D.3.4 to evaluate any new potential hazards in the vicinity of the site.

c The nearby Cargill corn milling and processing facility transports and stores

potentially toxic chemicals not previously addressed.

1 OPPD determined that the originally installed toxic gas monitoring system (TGMS) was ret capable of detecting several of the toxic chemicals shipped to or stored at Cargill. Additionally. OPPD evaluated the probability of core damage as a result of a chemical release from the Cargill facility and -

1 determined that the probability is sufficiently low enough for FCS to continue to meet its design basis for the control room habitability.

The NRC staff reviewed and evaluated the information provided by OPPO. On the 4

' basis of the submitted information and as discussed in the enclosed safety evaluation, the staff has concluded that the toxic chemicals stored ~at the

.Cargill facility or transported to and from the facility will not pose safety hazards to the Fort Calhoun plant.
