Dear Mr. Bowling:

By letter dated September 3,1997, Northeast Nuclear Energy Company (NNECO) requested a deviation from NUREG-0737, item II.F.2, " Instrumentation for Detection c' Inadequate Core Cocling," and Regulatory Guide (RG) 1.97, Revision 2, n they relate to the design and qualification criteria for pressurize'J water reactor core exit thern;ocouples (CETs).

The NRC staff has reviewed the proposed deviations and has determined that they are acceptable as detailed in the enclosed Supplemental Safety Evaluation.

NNECO r,oted in its September 3 letter that it had determined that it would be prudent to improve the current CET design to bring it into conformance with NUREG-0737 and RO 1.97 and committed to implement the change no later than Refueling Outage 13. The staff agrees with NNECO and requests that l4NECO notify the Commission of any change to this commitment and its projected schedule for implementation.

This completes all NRC staff actions related to the referenced TAC Number.

Sincerely, Original Signed L/ 6 Daniel G. Mcdonald, Jr., Sr. Project Manager Special Projects Office - Lic. ming Office of Nuclear Reactor.
