Dear Ms. Doughty:

This letter acknowledges receipt of your Petition dated December 18,1997, addressed to the Executive Director for Operations of the U.S. Nuclear Regulatory Commission (NRC). The i i Petition requests that the operating license for Seabrook Station be suspended until such time Las a thorough root cause analysis of the reasons underlying the development of leaks in piping .

v in the "B' train of the residual heat removal (RHR) system is conducted. The leakage was reported by the Licensee on December 5,1997. As the basis for your request, the Petition

, states that there have been past allegations of improper welding practices and the installation of substandard piping at Seabrook Station and requests that the investigation of the RHR system pipe leakage include findings related to these past allegations.

-Your request to delay restart of the reactor at Seabrook Station, Unit 1, until all such actions requested by the Petition are taken !: denied. In the Licensee's preliminary root cause analysis of the event, it has been concluded thet the most likely cause of the RHR piping leak l

was transgranubr stress-corrosion cracking initiated from the outside diameter of the pipe. The Licensee's preliminary conclusions indicate that repeated wettings and dryings of a piece of cloth firewrap type material wrapped in red duct tape attached to the pipe since at least 1988 caused chlorides to concentrate on the outer surface of the pipe over time, thus providing an agent to attack the stn'nless steel phw. The Licensee has conducted an inspection both inside and outside containment for other instances of temporary insulation or fire blanket material wrapped around stainless steel piping. None were found. A Licensee review of the original  ;

radiographs of the afracted welds showed no anomalies in the weld or the base metal, which f i 4 - indicates that the cause of the leakage was most probably the result of in-service conditions rather than original construction. The NRC staff has found no basis to dispute the License:'s conclueions to date and therefore does not have a basis to preclude the plant from restarting.
