Dear.Mr Dugger:

c This letter acknowledges receipt of your letter dated December 19; 1996, which transmitted ERevision 22 to the Waterford 3 Emergency Plan, submitted under the provisions of 10 CFR 50.54(q).

Based on your determination that the changes do not decrease the effectiveness of your

' emergency plan and that it continues to meet the standards of 10 CFR 50.47(b) and the

. t requirements of Appendix E to.10 CFR Part 50, NRC approvalis not required, implementation

- of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
