NRC ROUTINE RADIATION PROTECTION AND CHEMISTRY REPORT
50-346/97012(DRS) AND NOTICE OF VIOLATION
Dear Mr. Wood:
On October 10,1997, the NRC completed an inspection at your Davis Besse Nuclear Power
Plant Unit i reactor facility. The purpose of this inspection was to review various aspects of
your radiation protection and chemistry programs. The enclosed report presents the results of
that inspection.
Overall, the chemistry and the radiological environmental monitoring programs were effectively
implemented. The water chemistry of primary and secondary systems was well maintained
and monitored, and leveh of corrosive impurities were mahtained below industry guidelines.
The chemistry laboratory quality control program was effective which ensured accurate
chemical and radiochemical analyses. Specific aspects of the radiological environmental
monitoring program, including material conditicn of air sampling equipment and sample

collection were appropriately implemented, and no discernable impact on the environment was
identified. The material condition of the post accident sampling system was improved,
however, some minor material condition problems c.?rti;iued to be identified.
The NRC identified one violation of NRC requirements during the course of this inspection.
This walation concerned your failure to maintain a radioactive material shipment within the
external radiation limits for a Limited Quantity shipment. The shipment, which was sent to the
Peny Nuclear Power Plant on August 28,1997, had dose rates of up to five times the
regulatory limits. While the dose rates associated with the shipment were such i ei the
potential for personnel to rece!ve significant dose rates was unlikely, the failme w perform an

adequate survey to ensure that these limits were achieved was of concern since the
classification allowed the shipment to be excepted from additional regulatory requirements.
