Entergy Operations, Inc. hereby submits temporary Addendum 'A' of Revision 17 of the Waterford 3 Physical Security Plan (PT). This addendum was prepared in support of activities associated Rn the sv.eduled replacement of the plant Security Computer. The computer is being replaced primarily due to obsolescence of the existing equipment. The subject addendum documents temporary adjustments to the PSP that are necessarv to allow installation of and transfer to the new computer system. Compensatory measures will be applied in accordance with the Waterford 3 Secunty procedure, to handle the temporary adjustments to the plan. The compensatory measures will ensure the effectiveness of the security plan. Plant security will be maintained during the replacement process in much the same manner as provided during performance of maintenance on the existing computer system. Addendum 'A' of the PSP summarizes the transition plan established to

, control and secure modification activities. Within 60 days of completion of the project, Waterford 3 will submit documentation of permanent PSP changes (Rev.18) to the NRC in accordance with 10CFR50.54(p).

Physical Security Plan, Revision 17, Addendum 'A' W3F1-97-0250 Page 2 January 19,1998 The attachment contains safeguards information as defined by 10CFR73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. We kindly request that it be withheld from public disclosure.

The new Security Computer has been received on site. Based on the current schedule for the modification, it is expected that installation of the new computer will begin in the second quarter of 1998 and be completed during the third quarter of 1998. Replacement ofinterconnecting cabling is essentially complete. Fiber optic cables were installed during Cycle 8 and during the Refuel 8 outage. The computer replacement and transition to the new computer is estimated to take approximately four to five months to complete. Testing wil! be performed on an ongoing basis, as segments of work are completed. System turnover will also be ongoing, as segments of work and tests era completed.
