By "A97010, Requests Authorization for Alternative to One Time Augmented Insp of RPV Shell Welds Set Forth in 10CFR50.55a(g)(6)(ii) (A)(2) Per [[CFR" contains a listed "[" character as part of the property label and has therefore been classified as invalid.(5).Authorization to Use Partial Insp Coverage Requested|letter dated August 13,1997]], Commonwealth Edison Company (Comed or the licensee) requested, pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5), NRC approval of an attemative to the one time augmented inspection requirements for the Zion Nuclear Power Station, Units 1 and 2, reactor pressure veseels'shell welds. Licensees are required by 10 CFR 50.55a(g)(6)(ii)(A)(2) to implement a one time augmented examination of " essentially 100 percent" of the pressure retaining reactor vessel welds, where " essentially 100 percent" has been defined as more than L
90 percent of the examination volume of each weld. Due to nozzle geometry and interference by other components, it was not possible for Comed to achieve 90 percent examination coverage of two of the reactor vessel shell welds in each unit as required by the rule.
In 1992, the staff issued 10 CFR 59.55a(g)(6)(ii)(A), ' Augmented Examination of Reactor Vessel," which contained neve requirements for an augmented examinatiori of reactor vessels.
The rule required licensees to !mplement provisions in the 1989 Edition of the American Society of Mechanical Engineers, Boiler and Pressure Vessel Code,Section XI, to examine " essentially 100%" of the length _of all reactor vessel shell welds. " Essentially 100%" was defined in L
Paragraph A(2) as "more than 90% of the examination volume of each weld." Zion performed the augmente1 examinations in October and November 1993. Due to physical interferences, 90%

The staff considers that Paragraph A(2) is clear and unambiguous in that it states that " essentially 100% as used in Table IWB-2500-1 n eans more ghdg that 90 percent of each weld." Comed's review of the weld examination data from the inspections in 1993 should have determined that coverage of more than 90% 6f each weld had not been achieved, and, hence, relief f(om the staff was required.
