This is in response to your November 4,1997 letter which identified several problems with the handling of Sealed Source and Device (SS&D) registry information.

We have reviewed your letter with regard to the specific items listed, as well as, for the overall concem you expressed on the integrity of the SS&D database. We are implementing steps to improve the quality control of our reproduction and mailing of the SS&D certificates to Agreement States. We will continue to provide Agreement States with hard copies of the SS&D certificates and the SS&D database reports.

We would like to remind you of the availability of the SS&D electronic registry at the Office of State Programs (OSP) website. In 1995, OSP initiated a plan to make the SS&D catalog available to the States by using Intemet technology, in late summer 1996, we announced the opening of the website and started uploading the SS&D certificates from our hardcopy catalog.

This process is ongoing and the website electronic catalog now contains more than 1800 of the 3000 SS&D registration certificates currently in the NRC database. The catalog is updated

_ quarterly using the revislor. information provided by NRC's Sealed Source Safety Section.

We are also working to provide electronic versions of the SS&D database reports and to i

capture information on inactive certificates. We recommend that you utilize the elec'ronic registry whenever possible.

We believe that these steps are resulting in a sign!ficant resource savings and serve to minimize difficulties in the handling of SS&D information. The SS&D electronic registry can be accessed by first e'itering the following URL.:

the SS&D area at our website to include a download index that will provide current information about active and inactive certificates.

Dear Mr. Lohaus:

g Since Mr. Lloyd Bolling stopped processing Sealed source and Device (SS&D) certificates in 1996, it has been become increasingly difficult to maintain the SS&D files at the state level.

I am unaware if other states are experiencing similar difficulties.

I had intended to bring this issue up at the recent Organization of Agreement States Meeting; however, was unable to find an opportune time to discuss it during the meeting.

Therefore, I have decided to bring this to your attention for you to act on as you wish.

As you know, the maintenance of SS&D files at the state level is important for prompt and accurate assessment of radiological devices during a license application review.

Since Mr. Bolling stopped putting together the SS&D update packets, a number of problems-have occurred which complicate the updating of our files.

Some specific examples are listed below:

1.

Certificates not in numerical order (this is a time consuming issue) 2.

PA-458-D-103-S instructions were to remove the active copy and replace with inactive status copy; however, this had been done previously.

3.

Instructions to add the following certificates to file without removing any and often there are identical certificates already on file, rather than it being a new addition 4.

Sometimes 2 copies are sent with different dates in the same batch and the information is the same.

A call was placed to the individual who sent the memorandum.

Thus far-we have not bt cSle :o get in contact with these-individuals and have not r id any response to the mensages that were left.

These are only examples of the problems we have faced with processing SS&D updates.

As you can imagine, this is not only time' consuming and burdensome for the staff, but it also lends itself to questions on the accuracy of our SS&D files.

We would appreciate you looking into this matter and making any appropriate changes to the process to improve the situation.
