Enclosed is an application from Honeywell Inc, requesting a license for the export of a Honeywell Total Plant Solution System for use in Empresa Neuguina de Servicios De Ingeniera heavy water plant in Argentina.
Before taking action on this request, we would appreciate your views in accordance with established procedures and from the the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Dear Mr. Hauber:
Please find enclosed an application for an export license to cover Honeywell TPS process automation equipment to be exported to a heavy water facility in Argentina which is operated by Empresa Neuquina de Servicios de Ingeneria. I have also enclosed a check in the amount of $8,100 to cover the process;ng fee.
- This equipment is in addition to the equipment previously sent to Argentina as detailed in my October 21,1997 letter to you. The equipment on this application does not provide any higher level of control or technology than the equipment described in my earlier letter. This equipment will extend the automation system to additional parts of the plant.
