1 For' the purposes of Technical Specification 3.7.1.2 Action b.,

Service Water (ESW) supply flow path to the turbine _ driven AFW _ pump is considered the piping and components from the branch connection (to the motor-1-

, _ driven AW pump) to the auction of the turbine-driven AFW pump.

Figure 1 provides a schematic of the system with the ESW supply flow path " clouded."

The'ESW-supply flow path to *be turbine-driven AFW pump includes the piping upstreem of-the suction isolation - valves (ALHV-32 or ALHV-33) because there

.may be a need to install a freeze seal to allow maintenance on the valve in the event of a mechanical problem.

Question 2:

In the background section, "ESW Flow Path Required Action," of Attachment I, WCGS justifies the 7-day A0T, in part, because of the remaining operable motor-driven - (HD) AFW pump.

This statement. refers to a singular MDAW pump, not.to two pumps.

If one E7M supply to the TDAFW pump is inoperable, is the

' associated MDAFW pump operable or inoperable?

If the ESW supply to the MDAFW pump la inoperable, explain why the AOT should not be 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> due to one inoperable A W train.

Response

The i_noperability of a single ESW supply flow path to the turbine driven AFW pump -(as defined above) causes a loss of redundancy in ESW supply to the turbine-driven AFW pump but does not render the turbine-driven AFW pump or the motor-driven A W pump inoperable.

Therefore, the allowed outage time is not required to be 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> since one AFW train is not inoperable.

With one ESW train (consisting of a self cleaning strainer, prelube tank, one 100% capacity pump, piping, valving, and instrumentation) inoperable,. the associated motor-driven AFW train is considered inoperable and_one ESW supply

' flow path to the; turbine-driven AFW pump is considered inoperable.

With one ESW train inoperable, Technical Specification 3.7.4, 3.7.1.2 Action a and

-proposed Action b would be entered. The turbine-driven AFW pump and one motor-L dr.iven ATW pump is OPERABLE based on the remaining OPERADLE-ESW train.

_ Additional changes are being provided in Attachment 2 to reflect-this clarification.

. Question 3:

In SectionLBL3.7 3.C.1 of Attachment V,.WCGS proposes, in part,x to change the TS" Bases to' state that one inoperable A W train includes the loss ofLtwo ESW

-; supply lines-to:the.TDAF5' pump.

From1this statement, ona concludes that if the two'ESW supply 11ines are -lost,to the' TDAFW pump, W h MDAFW pumps are Lunaffected and can; provide the required amount of ESW to the steam generators.

If:not, please provide clarification.

If so,

how does WCGS ensure.that the-inoperable ESW supply to the TDA W pump does not t

Response

At toc' fne nt V of Reference 2 prooosed changts to the Improved Tec'r*;al Specifications (ITS) that were submitted by Reference 1.

The ITS Bases for ACTION C.1 are reviseu to indicate that ACTION C.1 would te entered if two ESW cupply lines (flow path) to the turbine-driven Art pump were inoperable.

As discussed above in the Response to Question 2, 11 the inoperability applies only to the ESW supply lines l flow path), the motor-driven AFW pumps would be uncffected and capable of supplying 100 percent of the feedwater flow required for removal of decay heat.

The piping from the branch connection (to the motor-driven AFW pump) to the suction of the AFW pumps is equipped with a motor-3perated bettecfly valve, an isolation valve, and a check valve.

From an OPERABILITY standpoint, the motor-operated suction isolation valves (ALHV-32 or ALHV-33) for the turbine-driven AFW pump are of most concern and do not af focc ihe OPERABILITY of the motor-driven AFW trains.
