Dear Mr. Grigg:
a Irra letter I sent to you dated February 12,1997, I announced the formation of an NRC.
. Oversight Panel to closely monitor implementation of Wisconsin Electr!c's extensive i
- performance improvement initiatives. This panel consisted of senior NRC managers and; stechnical staff from Region lll and the Office of Nuclear Regulation. The activities of the panel f were based on the Oversight Plan documented in that letter, and supported by extensive 1 p
t routine and special team inspections. The ststus of the Oversight Panel's assessment of Point -
1 Beach progress on its improvement initiatives was discussed during several public meetings -
between the Panel and Point Beach management.
? Our review has'shown that adequate progress has been made on the Point Beach Improvement initiatives. The successful and generally event-free restart of Unit 2 in August a
i 1997 and Unit 1 in November 1997 gave us further confidence that the initiatives have resulted -
in performance improvement. Based on these results, I have decided that the additional NRC 4
management oversight provided by the Oversight Panel is no longer needed. _We understand 4
your continuing commitment to the implementation of improvement initiatives and we will
- closely monitor those activities at the Point Beach facility.
