NUCLEAR REGULATORY COMMISSION CANCELLATION OF PROPOSED GENERIC COMMUNICATION CONTROL ROD INSERTION PROBLEMS AGENCY:

Notice of cancellation.
SUMMARY
- The Nuclear Regulatory Commission (NRC)is cance"r.g a bulletin supplement that requests addressees to take actions to ensure the continued operability of the control rods. The proposed bulletin supplement was endorsed by the Committee to Review Generic Requirements (CRGR) and subsequently published ir the Federal Register for public comment (62 FR 27629, May 20,1997). The NRC considered comments received from interested parties in the final evaluation cf the proposed belletin supplement. Furthermore, the staff has received substantial additional data and data analysis from fuel manufacturers and owner's groups regarding the incomplete rod insertion (IRI) issue. Licensees, as well as fuel manufacturers and owner's groups, have i.1 formed the NRC of efforts to eliminate the IRl problem, including redesign of the fuel assemblies and improved core management. The staff expects these efforts to be successful, and the staff will follow this issue by monitoring plant operations through normal inspe::tions and reoorting activities.
