Status of Response to NRC Inspection Report Number 50 346/96014 and 50-346/97003 Ladies and Gentlemer.:
On April 4,1997, Toledo Edison (TE) submi'..ed a respanse (Serial Number 1-1122) to Nuclear Regulatory Commission (NRC) Inspection Report (IR) Number 50-346/96014. A response to IR -
Number 50-346/97003 (Serial Number 1-1125) was submitted on May 9,1997. On July 25, 1997, TE Serial Number 1-1132 was submitted to revise the responses to IR Numbers 50-346/96014 and 97003. As detailed in Serial 1-1132, a broader scope review of the adequacy and consistency of site-wide policies and procedures for procedure usage was completed. The revised commitment of Serial 1-1132 was to complete procedure changes to resolve issues identified by the broader scope review and train the affected personnel by October 31,1997. The intent of this letter is to provide the status of the procedure changes and adjust the completion date.
The procedure changes being made affect the administrative procedures of the Operations, Maintenance and Radiation Protection sections in addition to the administrative procedure for conduct of the Surveillance and Periodic Test Program. The most significant change is that a 40,0}
new Nuclear Group procedure, the highest tier of procedurd guidance at the DBNPS, is being developed. This Nucleae Group procedure is NG-DB-00225," Procedure Use and Adherence."
On September 23,1997, IR 50-346/97008 (TE Log Number 1-3900) was issued which contained a Notice cf Violation (NOV) (50-346/97008-2) with regard to improper use of " Action Plans" in lieu of a procedure. Corrective action contained in the response to this NOV, (TE Serial Number 1-1138) submitted on October 27,1997, are being included in NG-DB-00225.
