Docket Number 719019 GE's Nuclear Energy Production (NEP) facility in Wilmington, N.C. hereby requests NRC approval of revised wording to the BU-7 Certificate of Compliance 9019 to allow the option of shipping uranium-bearing materials in the package without the boral liner.
Condition 5.(b)(2)(iii) of the COC currently requires a boralliner to be used when shipping uranium-bearing material as described in Condition 5.(b)(1)(iii). The criticality safety analysis, e
enclosed with this letter as Appendix J, demonstrates that 13.22 kgs of uranium at a maximum of 5.00 w/o U235 may be safely shipped without a boral liner inside the inner container provided the minimum transport index is 0.2.
The following is suggested wording for the COC, if the NRC approves the request:
5.(b)(2)(iii) should be changed to add the following wording. " Maximum 13.22 kgs uranium per package without the boral liner.
5.(b)(2)(c), Transport Index for Criticality Control should be changed as follows:
(i) Minimum transport index to be shown on label for 0.4
