Horn (NPPD) dated February 10,1997," Proposed Changr 'o CNS Technical Specifications, Implementation of BWR Thermal Hydraulic Stability Solution, Cooper Nuclear Station, NRC Docket 50-298, DPR-46" By letter dated February 10,1997 (Reference 1), the Nebraske Public Power District (District) proposed a change to the Cooper Nuclear Station (CNS) Technical Specifications to implement the BWR thermal hydraulic stability solution. Therein, the District requested a 30 day implementation period to provide for cperator training and the revision of station procedures.

Subsequent to that submittal, the District committed to a mid-cycle outage which will impact the resources necessary to implement the proposed change within the 30 days originally requested..

Accordingly, the District is requesting 60 days from the date ofissuance tc implement referenced change.
