ion October 21,1997, the NRC staff completed the semiannual Plant Performance Review (PPR) t of Perry Nuclear Power Plant. The Region conducts these reviews for all operating nuclear power plants to develop an integrated understandmg of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources.- The PPR for Perry Nuclear Power Plant involved the participation of all Region lli technical divisions as well as responsible NRR staff, in evaluating inspection results and safety performance _ '

Systematic Assessment of Licensee Performance (SALP) and senior management meeting reviews.

Plant performance was similar during the past six months to that during the previous PPR period.

Operations performance was good during the shutdown and startup for refueling outage 6.

However, operator errors continued to occur, especially toward the end of the outage.

Maintenance activities were generally well handled which led to very good plant material condition. System Engineering, while still do'ng well, appeared to have declined somewhat most notably in assessing potential unreviewed safety questions. Plant Support continued to be good.

This letter advises you of our planned inspection effort resulting from the Perry Nuclear Power z

Plant PPR review. The informat ;n is provided to enable appropriate consideration of the resource impact on your staff, and to permit scheduling conflicts and personnel availability issues to be resolved in advance of inspector arrival onsite. The enclosure details our inspection plan

. for approximately the next 6 months. The rationale or basis for each inspection outside the

" Core" inspection program is provided so that you are aware of the reason for emphasis in these

, program areas. Resident inspections, as well as periodic inspections by other assigned members of our staff, may occur at any time in support of the Core inspection program.
