NRC ROUTINE RADIATION PROTECTION INSPECTION REPORTS

50-454/9"*023(DRS); 50-455/97023(DRS) AND NOTICE OF VIOaTION

Dear Mr. Kingsley:

On December 18,1997, the NRC completed an inspection at your Byron Generating Station

Units 1 and 2. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted onder your license as they relate to

radiation safety and to compliance with the Commissloro rules and regulations and with the

,

conditions of your licence. Within these areas, the inspection consisted of a review of the

radiological controls for routine outage activities and the steam generator replacement project,

and included selective examinations of procedures and repreauntative records, interviews with

personnel, and observation of activities in progress .

The inspection determined that your ALARA program, ss effectively implemented during the

steam generator replacement project and dose was r.iaintained reasonably low, in addition,

radiological controls were effectively implemented during the outage, with outage dose well

within the projected goal. However, minor problems were identified concerning survey

documentation and conceming the thoroughness of a hot particle dose assessment.

Based on the results of the inspection, one violation of NRC requirements was identified, as

specified in the enclosed Notice of Violation (Notice). The violation involves a group of workers,

including one that was sleeping, who were initering in the containment building. We were

particularly concemed that the supervisor fo the job had directed that the workers wait in

containment for an indeterminate time for further instructions, potentially resulting in

unnecessary dose.

The NRC has concluded that information regarding the reason for the violation, the corrective

actions taken and planned to correct the violation and prevent recurrence, is already ade,quately

addressed in the subject inspection report. Therefore, you are not required to respond to this

vlolation unless the description of the problem as described in the inspection report does not

accurately reflec4 your corrective actions or your position. In that case, or if you choose to

provide additional infvrmation, you should follow the instructions specified in the enclosed
