Pilgrim Nuclear Power Station Rocky Hill Road Plymouth, Massachusetts 02360-5599 December 30,1998 BECo Ltr. 2.98.165 L U.S. ' Nuclear Regulatory Commission -
Attn.: Document Control Desk
- Washington, D.C. 20555 Docket No. 50-293 License No. DPR-35 Severe Accident Manaaement Implementation
References:
- 1) BECo letter 95-046, dated March 24,1995, Severe Accident Management
- 2) BECo letter 98-1 U, dated August 31,1998, Long Term Program: Semi-Annual Report The purpose of this letter is to inform you that Pilgrim Station will not implement the formal industry
- position on severe accident management by December 31,1998, as indicated in previous correspondence (References 1 and 2). As discussed with the NRC during the recent design inspection (Inspection 98-203), Pilgrim's planned implementation of the industry endorsed Severe Accident Guidelines (SAG) relies in part on the use of one of the existing Pilgrim Emergency Operating Procedures (EOP), ? Primary Containment Flooding(EOP-09). The use of flooding containment as an EOP action is being reviewed by the NRC as having generic unreviewed safety l
question (USQ) implications associated with plant UFSAR assumptions.
Pilgrim will work with the Boiling Water Reactor Owners Group (BWROG) to resolve this potential generic USQ. Additionally, in light of this new information, Pilgrim needs to investigate the 10 CFR 50.59 evaluations previously performed for initial implementation of EOP-09, and determine whether I
a plant specific USQ is present. Resolution of this potential issue must be before we implement the i
SAG. -Thus, we are delaying the SAG implementation for approximately one year, depending upon the outcome and completion of any associated licensing actions required for resolution, j
- Should you have any questions regarding this notification, please contact Mr. C. S. Brennion, Regulatory Affairs Department Manager, at (508) 830-8674.
