SUBJECT:

SUMMARY

OF DECEMBER 10,1998, MEETING

Dear Mr. Cottle:

This refers to the meeting conducted in the Region IV office on December 10,1998. This meeting was conducted to inform the Region IV staff of the action plan to address issues arising from the September 8,1998, Comprehensive Cultural Assessment of South Texas Project, as required by the Confirmatory Order of June 9,1998. Your presentation included a discussion of purposes, methods, and results of the assessment which was performed by an independent contractor. You also described the background in which the surveys were performed, which assisted the staff in understanding the environmental influences on the results. In addition to the positive results, the assessment provided insight into areas in which the station can direct its improvement efforts, and you provided an action plan to address those findings. You provided status of the confirmatory order license conditions which indicated that your initial actions have been completed, with additional assessments and some continuing training and communications to be performed.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.

Should you have any questions concerning this matter, we will be pleased to discuss them with you.

Sincerel,
