The NRC Oversight Panel met with Commonwealth Edison and LaSalle County Station management on December 17,1997. This management meeting was open to public observation. Enclosure 1 contains the associated meeting summary. The licensee provided the NRC oversight Panel with a handout # Wosure 2) and discussed portions of the information contained in the handout during the ni ing. During the licensee's F:::M:" -r., the licensee addressed NRC questione and commt..
The licensee provided a status of their restart plan, discussed the status of the matosial cond La. 8mprovernents, the progress made towards improving tte effectiveness of engineering support at the station, and an l
update on the implementation of the human performance improvemord initiat;ves. The licensee also addressed the status of license amendments required for Unit i restart.
- The licensee indicated the following with regards to the effectiveness of improvement actions and currerd plant performance:
l Progress was being,nade towards completing design changes, engineering requests, i-and dos;ng operator work-arounds. The number of design changes being completed included all design changes identified during the System Functional Performarum Reviews and emergent design changes identified prior to the meeting.
..tooedure upgrades were proceeding to support ongoing maintenance, surveillances, and operation of the pierd. The Quality and Safety Assessment orgardration at the plant ittentitled problems in this area that had been presented to plant management for resolution. A checklist was developed for use during procedure walkdowns that were being completed prior to the implementation of any new or revised procedure.
The current number of corrective maintenance items in the backlog for Unit 1 was 525, with a larget of 0 corrective items remaining in the backlog prior to startup. In addition, 1730 norHwtage work requests existed with a target of 500 to remain outstanding prior to startup.
During the *E-aaH of the status of the improvement initiatives to address engineering support, the licensee identified that in November igg 7,14 percord of the calculations were unacceptable. The licensee was taking action to address the problem.
The objective of the System Readiness Reviews was to ensure defmiencies are identified, documorded, and evaluated for their effect on syssam operability and reliability.
The licensee plans to review g2 systems, and the draft review process was complete.
Aspeds of the review indude an assessment of work requests., engineering requests, action requests, the status of '.he system with respect to the maintenanco rule, and a material condition walkdown, Action to andress human performance improvement initiatives were conglete; however, monitoring of human performance would continue for an additional period of time prior to closure.

No protnems were idendAed with the licones amendments that have been requested. M known license amendments have been submitted.
During the discussion, the NRC staff communicated the following considerations:
I The licensee indicated that during the current outage 157,528 square feet of the plant was decontaminated. However, the leoensee could not describe the definition used to idenOfy the areas of the plant considered in determining the percentage of the plant decontaminated. The licensee agreed to provide the definition.
The completion rate of engineering requests was dooressing in early Dooomber 1997.
The NRC staff questioned the reasons and the licensee indicited that resources were shifted from the engineering requests to completion of design change packages.
The NRC staff reques;ed the definition of corrective maintenance and the licensee indicated that tha definition would be provided.
The NRC staff expressed concoms with the qualifications of the licensee's engineering staff. The licensee stated that a more detailed analysis of the qualifications would be provided.
