SUBJECT:
NRC RADIATION PROTECTION INSPECTION REPORTS 50-254/98022(DRS);
50-265/98022(DRS)
Dear Mr. Kingsley:
'On December 4,1998, the NRC completed an inspection of the radiation protection program at
your Quad Cities Nuclear Station. This inspection focused on outage planning and preparation
and on conduct of outage activities. The results of this inspection were discussed on
December 4,1998, with Mr. Dimmette and other members of your staff. The enclosed report
- presents the results of this inspection.
-The inspection was an examination of activities conducted under your license as they
relate to radiation safety and to compliance with the Commission's rules and regulations
and with the conditions of your license. The inspection consisted of a review of the
as-low-as-is reasonably-achievable (ALARA) planning and work plan integration, the radiation
work permit process, and radiation worker performance and observations of several outage -
activities.
Based on the results of this inspection, no cited violations of NRC requirements were identified.
The radiation protection staff effectively evaluated health physics requirements and radiological
impediments associated with the outage. We noted strengths in ALARA planning and in tho
integration of ALARA initiatives into work activities. Source term reduction efforts to reduce the
"
overall station dose were also effectively planned and performed. The radiation protection staff
also appropriately evaluated personnel contamination events and implemented corrective
actions to reduce their occurrence.
