NRC INSPECTION REPORT 50-327/97-15 AND 50-328/97-15
Dear Mr. Kingsley:
This refers to the inspection conducted in the area of Emergency Preparedness
on September 22-26, 1997, at the Sequoyah facility.
This inspection identified' instances of an apparent lack of attention to
detail in procedure development, equipment testing, and Emergency Preparedness
l
!
inventory audits. -Overall, this inspection found your Emergency Preparedness
Program to be satisfactory -The enclosed report presents-the results of this
inspection.
We are also concerned about the significant delay in classifying and declaring
l
a Notification Of Unusual Event in response to a site emergency condition
4'
involving a failure of a 500 KV switchyard transformer.
It-is the NRC staff's
position that a 15 minute-goal is-a reasonable period of time-for assessing
and classifying _an emergency once indications are available to control room
-operators that an Emergency-Action Level-has been exceeded.
In accordance with 10 CFR 2.790 of the NRC's " Rules =of Practice," a copy of
