Schedule for Conversion to the Improved Standard Technical Specifications Ladies and Gentlemen:

The purpose of this letter is to inform the NRC staff of a change to the proposed schedule for submittal of the Improved Standard Technical Specifications (ISTS) conversion License Amendment application for the Davis-Besse Nuclear Power Station, Unit Number 1 (DBNPS). Toledo Edison (TE) previously notified the NRC in Letter Serial Number 2418, dated November 26,1996, of its plans to commence this conversion project in early 1999 with submittal of the License Amendment application to the NRC later that year. This schedule was based upon the availability of and demands on site resources as evaluated at that time.

By letter (Serial Number 2455) dated March 31,1997, TE committed to the NRC to perform a DBNPS Design Bases Validation Program. This program is currently in progress at the DBNPS and is scheduled to be completed by the end of 1999. The results of this program will provide valuable information and technical data impoitant to the conversion process, in panicular to the expanded Bases portion of its ISTS. In addition, many of the same DBNPS engineering personnel presently involved with the Design Bases Validation Program will be involved in the conversion process and will bring their knowledge and expertise to the conversion program. Toledo Edison now plans to begin the conversion program in the first quarter of 2000 and submit the License Amendment application to the NRC later that year. This schedule will also allow the DBNPS to benefit from the results of the ISTS conversion underway for both the Arkansas Nuclear i

One and Oconee stations.
