C. H. Browr, and E. R. Schweibinz of this office on May 12-14, 1986, of activities

at the University of Missouri Research Reactor Facility authorized by NRC

Operating License No.R-103 and to the discussion of our findings with you and

others of the staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during the
inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the inspection.

During the inspection some questions remained with regard to the counting
methods used to determine that irradiated topaz stones are not radioactive prior
to release to non-licensees based on telephone conversations between you and
E. R. Schweibinz of my staff.
It is our understanding that you and members of

your staff will meet in our office at 1:00 p.m. on June 4, 1986 to discuss our

concerns.
