NOTICE OF VIOLATION University of Missouri at Columbia Docket NO. 50-186 Ucense NO. R-103 During an NRC inspection conducted on November 3 7,1997, violt.tions of NRC requirements were identified, in accordance with the " General Statement of Policy end Procedure for NRC Enforcement Actions," NUREG 1600, the violations are listed below.

-The Code of Federal Regulations, Title 10, Part 20, Section 1902(e) requires that areas shall be posted with a consp!cuous sign bearing the radiation symbr'l and the words

" CAUTION, RADIOACTIVE MATErtlAL(S)" OR " DANGER, RADIOACTIVE MATERIAL (S)"

when they are used to store quantities of licensed radioactive material that exceed ten times the emount of such material specified in Appendix C of that Part.

Contrary to the above, the licensee stored a Plutonium-239 calibration source wi h a t

quantity 167 times that specified in Appendix C in an unposted room.

This is a Severity Levet IV violation (Supplement IV).

Technical Specifications 6.1(b) requires that written proce&rcs shall be in effect for shipping byproduct material produced under the reacto.

MURR Policy and Procedures Manual, C4:050, " Ship;ing and Receiving Radioactive Materials," Rev 4,15,1995, Characterization /Docume.tation, states that " Internal procedures shall ensure that de proper shipping class fication, packaging, shipping papers, marking, labeling, and placarding.e identified and maintained as the preparation for shipping proceeds."

Contrary to the above, procedurer, to ensure pioper packaging of the sample were not in effect on April 10,1957, when a 4 millicurie vial of Selenium (Se-75) was being prepared for shipping.

This is a Severity Level IV violation (Supplement l}

Pursuant to the provisions of 10 CFR 2.201, the University of Missnuri at Columbia hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the responsible inspector, U.S. Nuclear Regulatoiy Commission, Notice of Violation Region ill, 801 Warrenville Road, Lisle, Illinois 60532, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). Tnis reply should be clearly marked as a

" Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputir.g the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to aJoid further violations, and (4) the date wb3n full compliance will be achieved.
